One day, Shin-chan finds a Masked Rider mask while wandering around. When he puts it on, he discovers that he can actually communicate with Masked Rider. He is appointed as the Masked Spy representing justice, tasked with fighting evil forces, and meets his partner—a 7-year-old girl named Sumomo Lemon. Under Lemon's guidance, Shin-chan begins rigorous training as a Masked Spy.
