In the late 1990s, with the rapid advancement of technology, the general-purpose humanoid labor machines known as "Labors" expanded into every field. However, this also gave rise to a new social threat called Labor crime. To combat the increasing Labor crimes, the Tokyo Metropolitan Police Department established the Special Vehicles Section 2 within the Headquarters Security Bureau. This marked the birth of the Patrol Labor squadron, commonly known as "Patlabor." And so, time passed— In the 2030s, Japan, facing a continuous decline in its working population, saw automation through AI technology progress steadily. The once-cutting-edge "Labors" had become an established part of the social infrastructure. Standalone-type "Labors" piloted by humans were gradually being replaced by autonomous robots, becoming increasingly outdated. Yet, even as the times changed, the work of Special Vehicles Section 2 remained the same: protecting people and the city. Equipped with the upgraded "AV-98Plus Ingram," a tuned version of the old-model 98AV Ingram, the Second Unit confronts new technological crimes with wisdom and courage.
