A sequel to the 2020 anime film "The Movie: Poupelle of Chimney Town," based on the picture book of the same name by Akihiro Nishino. This film is adapted from the 2019 picture book "Chick Tack: The Clock Tower of Promise," significantly expanding its scale. It depicts the story of the boy Rubichi meeting once again his precious friend Poupelle, who had gone far away in the previous film. A year has passed since the miraculous night when Chimney Town was enveloped by a starry sky. The boy Rubichi, who lost his precious best friend Poupelle, had continued to believe in their reunion, but eventually gives up in order to move forward. One day, Rubichi wanders into a mysterious otherworld that governs time, the "Millennium Fortress." In this world, clocks that have stopped ticking are disposed of, but there is a mysterious clock tower that has stopped at 11:59 even though it is not broken. The mission imposed on Rubichi to return to his original world is to make this stopped clock tower move again. Rubichi meets a man who has waited for a promise for 100 years, and gradually regains the courage to believe. As with the previous film, Akihiro Nishino serves as executive producer, original creator, and screenwriter, with Yusuke Hirota directing, and STUDIO4°C handling the animation production. Child actress Yuzuna Nagase, known for the TV drama series "Medical Examiner Asagao," voices the protagonist Rubichi, while Masataka Kubota, who voiced Poupelle in the previous film, reprises his role.
