After destroying the Star Destroyer Cannon, Luffy and Shirdy are taken by Cathy to meet Colonel Nebulart of the Intelligence Division. The Colonel reveals the true purpose behind Cathy's creation. In an effort to prevent the final war by annihilating both armies, the Colonel, along with Luffy and Shirdy, uses the Planetary Activation Device to appeal for peace. However, during this attempt, the flagships of both armies enter each other's planetary destroyer cannon range, inadvertently triggering the outbreak of war. Placing his final hope in the future of humanity, the Colonel launches a capsule into the Chaos of the 9th Star System.
