Despite the regulatory efforts of advanced industrial nations led by the United States, the "Exoframe"—a consciousness-controlled general-purpose work machine brought by the alien Peddlers—had spread across the entire world. In the emerging African nation of the Republic of Azania, President Laila Reshapp openly and covertly schemes to achieve technological independence for developing nations through these alien general-purpose machines, available to anyone for almost nothing. Meanwhile, in response to Azania's movements, Marine Corps soldiers like Bowman begin the top-secret development of a Marine Corps-exclusive Exo at Area 51.
