A high-ranking official sees on television that a rival nation possesses advanced dental equipment and, pitying his own suffering teeth, immediately summons his subordinates to assign them the task of secretly obtaining the device. The obedient subordinates waste no time in recruiting three capable agents who are each busy with their own affairs. Upon hearing rumors of this, the rival nation naturally refuses to fall behind and sets up its own elaborate trap. Thus, a spy war and counter-spy war begin, with almost everyone—regardless of profession or age—on both sides becoming spies (even cats grow unusually vigilant), engaging in covert and overt battles that reach from the heavens to the earth. In the end, after exhausting every trick, it all turns out to be nothing but a grand irony.
It parodies certain Soviet detective films. Foreign intelligence chiefs attempt to acquire a new Soviet dental surgery chair through espionage. Soviet scouts thwart these plans.
