The 18th National Congress of the Communist Party of China proposed to advocate prosperity, democracy, civility, and harmony; uphold freedom, equality, justice, and the rule of law; and promote patriotism, dedication, integrity, and friendship—actively cultivating and practicing the core socialist values. Prosperity, democracy, civility, and harmony represent the value goals at the national level; freedom, equality, justice, and the rule of law reflect the value orientation at the societal level; while patriotism, dedication, integrity, and friendship serve as the value criteria for individual citizens. These 24 words constitute the fundamental content of the core socialist values.
