The city has enacted a new regulation: dogs without collars will be sent to prison. Upon learning this, a stray dog becomes deeply worried. Suddenly, he notices that Spike and Tyke happen to have the very collars he needs. The three dogs fight fiercely over the two collars. In the end, after snatching a collar, the stray dog is moved to see Spike put his collar on Tyke’s neck and turn himself in to the police. Touched by this act, he decides to return the collar to Spike, surrender himself to the police, and drive away in their police car.
