Inside the Kyoto Station Building, there was Tezuka Osamu World (which closed on January 16, 2011), and within it was a theater called the 300-inch Theater. This original short anime was screened there. The screening consisted of a double feature: an animation work packed with the essence of representative Tezuka manga, and an animation introducing historical episodes related to Kyoto. The Phoenix acts as the storyteller, connecting these two parts. "What qualities are befitting of a king?" the Phoenix asks. As an answer to this question, the Phoenix first introduces Leo from "Jungle Emperor." A tiger cub raised by humans falls off a jeep and gets lost in the jungle. He is lonely and wants friends, and ends up pouncing on the animals. Because of this, the jungle is thrown into an uproar over a violent outsider having slipped in, but Leo calmly observes the intruder. Then, on the condition that he promises not to disturb the jungle's peace, Leo welcomes the tiger cub as a new companion. However, taking advantage of Leo's kindness, his uncle lion Bubba, who covets the throne, schemes to exile Leo. Leo, who always begins by trying to trust others, and Bubba, who only thinks of using anyone to his own advantage. The conflict between the two seems to mirror the battle between the "ideal king" and the "king of the real world." While telling such a story, the Phoenix attempts to discern "the qualities of one who becomes a king" from Kyoto's history, introducing the final moments of Oda Nobunaga, an extremely unique leader even in Japanese history, during the Honnō-ji Incident.
