On a pitch-black night, a spy infiltrates the Japanese police. Confidential data from intelligence agencies around the world—Britain's MI6, Germany's BDN, the United States' CIA—and even the FBI's classified information are stolen. At the critical moment, Tooru Amuro leads the Public Security Police to the scene just in time. The spy steals a car and flees. Amuro engages in a fierce high-speed chase on the expressway. Just as other vehicles are about to be caught up in what could become a horrific accident, the spy's car is struck by a rifle bullet from the FBI's Shuichi Akai and plunges off the road. The next day, Conan and his friends visit the Tokyo Metropolitan Aquarium. The newly renovated aquarium is bustling with unprecedented crowds. Beneath its main attraction, a giant Ferris wheel, Conan discovers a graceful, beautiful woman standing alone, visibly injured. Upon closer inspection, he notices her left and right irises are different colors—a condition commonly known as "Odd Eye." However, the woman has lost her memory and cannot even recall her own name. Her mobile phone is also damaged. Conan and the others decide to help her recover her memories and proceed to accompany her. All of this is being closely monitored from the shadows by Vermouth. Then, Vermouth attaches a silencer to her firearm and speaks into her communicator— "I intend to do the same, Gin."
