The story is set in 20XX Japan, a nation burdened by massive fiscal deficits, described as an economic collapse and the end of Japan. However, a new government-affiliated financial institution called the "Sovereign Wealth Fund" has miraculously achieved fiscal reconstruction through the successful management of government funds. On the other hand, despite the government's economic recovery, long-standing social issues remain unresolved: youth unemployment, layoffs and joblessness, a sense of despair toward the future, escapism, declining marriage rates and low birth rates, as well as random acts of violence triggered by the self-destructive behavior of the unemployed, and a sharp increase in missing persons and suicides... One day, a mysterious man appears before Yuiga Kimimaro, a university student studying economics in Tokyo, and asks, "If we lend you money using your future as collateral, how would you use your talents to spend it?" From that moment, Kimimaro's life undergoes a dramatic transformation.
