Based on the student spy action comic by Hitoshi Tanimura, also known as a mahjong manga artist, this work was adapted into a 2-volume OVA. The actual animation production was handled by Agent 21. Seventeen-year-old high school dropout Kousuke Kanamori hacks into a UN computer. As a result, he is forced to become a member of the UN to maintain confidentiality, spending his weekends running around the world as an intelligence agent. If he disobeys, the lives of his family and friends could be endangered, leaving Kousuke with no choice. Under the management of his beautiful superior, Sarah, who commands the operations, Kousuke is saddled with unreasonable missions—from seizing the "Basque Egg" at the Madeira Palace in Spain to even retrieving Hitler's legacy from a U-boat sunk deep in the Arctic Ocean. The script for this work was written by Izo Hashimoto, known for the live-action version of "Sukeban Deka," and directed by Junichi Sakata, who has handled storyboards and direction for numerous anime.
