Tokyo—the "Akatsuki Special Zone." This newly established economic special zone, slated to become part of the nation, had its administrative authority transferred to the major corporation "Sakishima Holdings." Rival companies schemed over privileges such as tax reductions applicable only within the zone, ultimately leading to a massive riot known as the Akatsuki Conflict. With internal governance in ruins and Sakishima Holdings dissolved, the Akatsuki Special Zone became an ungoverned area where even national autonomy could not be realized. Yet, there are men who protect this city, now turned into a lawless zone. Humans bearing tattoos known as "Divine Tattoos," which seal the power of ferocious divine beasts, are commonly referred to as "SCARDs." Each possesses unique special abilities and defensive powers capable of nullifying all attacks—bullets are deflected before hitting their bodies, blades are shattered upon impact. Utilizing their tattoo abilities to protect the city are "Helios," those who guard organizations are "Artemis," and those who maintain order are the "Public Security Special Agents." These emerging forces now stand guard over the Akatsuki Special Zone. Though faint, conflicts continue to erupt daily. Even so, they uphold their own "justice." This is a story depicting their ordinary, everyday lives amidst such turbulence.
