Utilizing the latest digital technology, this is Japan's first theatrical 3D animated film. Similar to its predecessor, it was planned and produced with the aim of attracting a male audience. Over 300 million yen was invested in the production of the visual program. Alongside Kei Okina appearing as a reporter, Sanrio characters such as Hello Kitty and Badtz-Maru also make appearances. This same Kei Okina also performs the ending theme song. Due to the repeated temporal crimes of TP Lady, who alters and rewrites history by interfering with the past, Genshi-kun from the primitive era was turned into a fossil. He was excavated from Tamashi City in the 25th century and revived by Dr. Yamato. Recognized for his superhuman physical abilities, Genshi-kun is appointed as a Time-Space Detective and tasked with pursuing TP Lady.
