This animated film depicts the life of Tsuneo Takae, founder of the social welfare corporation "Hokkaido Koseisha," which established numerous facilities for people with disabilities and the elderly, despite having lost both his own arms. Born in a coal mining settlement in Ashibetsu, Hokkaido, Tsuneo had a bamboo dragonfly pierce his eye at age 10, resulting in his right eye being replaced with a prosthetic. At 19, while working to install power lines in the frigid Shiretoko region, he grabbed a live high-voltage wire, sustaining severe injuries that led to the amputation of both arms. After losing his arms, Tsuneo practiced writing characters by holding a pen in his mouth, sacrificing sleep to study and read books, eventually securing a job as a newspaper reporter. As time passed and the coal mining town declined, Tsuneo learned that many people had been disabled in mining accidents. Determined to provide them with employment, he resolved to start his own business. The role of Tsuneo is voiced by singer Ichiro Mizuki, known as the "Emperor of Anime Songs."
