This is an era where nations across the world are fiercely engaged in covert intelligence wars. "Twilight," a master spy for the Westalian intelligence agency WISE, is carrying out his usual duties as Loid Forger when he receives orders to change the handler for his ongoing mission, "Operation Strix." However, the newly appointed handler turns out to be an utterly incompetent man. Meanwhile, Eden Academy announces a baking practical, where the winner is said to be awarded a "Stella Star." To demonstrate progress on "Operation Strix" and negotiate with WISE to continue the mission—and to further protect world peace—Loid suggests to Anya Forger that they make "Meremere," a traditional pastry from the Frigis region favored by the school's headmaster, who will be the chief judge. To confirm the authentic taste, the Forger family decides to take a family trip to Frigis. On the other hand, before their departure, Yor accidentally witnesses Loid conversing with a mysterious woman, casting a shadow of unease over their temporary family's journey. During the family trip, Anya discovers a strange suitcase on the train, which for some reason contains chocolate. As Anya wonders about it, the suitcase's owner returns, startling her and causing her to accidentally eat the chocolate. However, that chocolate conceals a major secret that could shake the foundations of world peace. At their travel destination, unexpected incidents begin to occur one after another. The fate of the world is once again entrusted to this makeshift family.
