Once again, to save Fujiko who has been taken hostage, Lupin steals the legendary jewel "Mermaid's Scale" from an auction house, complying with the demands of Tōdō, a woman who controls the underworld. However, Tōdō is murdered by someone, and the Mermaid's Scale turns out to be a fake. A mysterious man named Himuro, an immortal woman named Misa, and a girl named Maki who wants to become Lupin's apprentice appear before Lupin and his crew, all revolving around the legend of Yao Bikuni. The sad truth hidden within the legendary treasure gradually comes to light.
