It was produced by Mainichi Broadcasting System (MBS) and aired from October 3, 1981, to March 25, 1983, with a total of 65 episodes. In this series, following the intention of Isao Takahata, who served as the chief director, the roles of Chie, Tetsu, and Mitsuru were cast with the same actors as the film version. Other main cast members included voice actors capable of speaking natural Osaka dialect, as well as actors and child actors residing in the Kansai region. Additionally, parts of the film version's footage were reused for the opening animation.
Up to episode 10, it essentially re-aired the episodes from the film version with the TV series cast redubbing the lines (with some scenes added or revised). From episode 11 onward (including the second season), the series was based on episodes from the original manga but adapted with original scripts for the TV anime. Often, two chapters from the original were combined into one anime episode due to time constraints, and many episodes were rearranged in a different order from the original.
Episode 1 used the "Preview" (specially created for the release of the junior edition) from the first volume of the junior edition tankōbon as the source for its first half, and the second half adapted the first chapter of the original manga (Chapter 1, Volume 1), "Chie-chan's Appearance." The final episode adapted Chapter 155 (Chapter 12, Volume 13) of the original, "The Puzzle Ring Commotion (6): Yoshie's Big Moment." Episodes such as "Lady Maku's Meal" from Volume 9 of the original, "Raymond Tobita Runs for City Council" from Volume 12, and "Yurine Reunites with Her Son Who Lives Apart" were omitted.
Initially, it aired on Mainichi Broadcasting System, TBS, Shin-etsu Broadcasting, and San-yo Broadcasting on Saturdays at 5:00 PM. It was broadcast on a delayed basis on stations like RCC Broadcasting, while most other stations did not air it. Later, starting in April 1982, it moved to Fridays at 7:00 PM, from which point it was networked to all affiliated stations except for Iwate Broadcasting and Nagasaki Broadcasting. Its highest viewership rating in the Kansai region was 29.1%.
On April 2, 1982, it was broadcast as "Spring's First Gale!! Popular Anime Special: Jarinko Chie" from 7:00 PM to 8:55 PM.
