An OVA adaptation of the cyberpunk action SF manga "JOKER" series by Yu Asagi and Katsumi Michihara. In a future world where the world order has been altered, young detective Ryou Rikudou of the Japan State Police works daily with his partner, the "Special Investigative Judicial Officer" JOKER, to investigate crimes and solve cases. Special Investigative Judicial Officers are androids granted the full authority of detectives, judges, and executioners, tasked with handling top-secret crimes. Among them, JOKER is a superhuman who, despite having a female personality, can instantly transform between the bodies of a lovely, beautiful girl and a rugged, handsome young man, and is also Ryou's lover. However, right before the two of them, a series of murders targeting only young women, perpetrated by another android named Saki, begins to unfold... While the story itself is a super-police action drama, thematically it is a serious arc that questions the very meaning of human existence through the lens of whether androids possess hearts. Production is handled by Studio Zain, which was also responsible for the animation production of the TV anime version of "Kirby: Right Back at Ya!".
