The anime tells the story of an ancient emperor who had a tumor on his head. He summoned a folk doctor and two imperial physicians to treat him. Whoever could cure the emperor's illness would receive a generous reward. After examining the emperor, the folk doctor advocated using acupuncture for treatment, one imperial physician believed that taking tonics would lead to recovery, and the other imperial physician claimed it was not an illness at all—since the emperor was the true Son of Heaven, the tumor on his head was a dragon pearl, a symbol of the divine dragon. The emperor agreed with the two imperial physicians, rewarded them generously, and drove the folk doctor away. The emperor consumed many tonics such as ginseng and deer antler, but after a few days, the tumor grew even larger, enveloping his head. In a panic, the emperor summoned the three doctors again for consultation. One imperial physician was at a loss, while the other insisted it was still not an illness—the emperor was a celestial being descended to earth, and the growing tumor was like the forehead of an old sage, a symbol of auspiciousness and longevity. The folk doctor urgently advised that this was a worsening condition and that the tumor must be surgically removed to save the emperor's life. Enraged, the emperor accused the folk doctor of being an assassin and, without further debate, had him executed. He then rewarded the two imperial physicians again. A few days later, the emperor succumbed to his illness and died.
The animated film "The Doctor and the Emperor" won the inaugural National "Huabiao Award" for Best Animated Film. This was also the first time Changchun Film Studio received a national award for animated film.
