In the near future, drug abuse runs rampant, with an extremely addictive illegal substance known as "D-pills" spreading across the United States. In response to the out-of-control situation, government authorities resort to high-tech surveillance systems, with only the New Path Corporation—which assists in addiction recovery—exempt from monitoring. Undercover narcotics agent Fred, operating under the alias Bob Arctor, attempts to trace the source of the drugs. To conceal his identity, he wears a constantly shifting "scramble suit" whenever he enters or leaves the police station, making his appearance unrecognizable even to his own superiors. This leads to the absurd situation where his superior assigns him the task of monitoring himself. As his addiction deepens, Bob increasingly blurs the line between reality and illusion. Eventually, losing his sanity, he is sent to New Path's rehabilitation facility, unaware that he has been manipulated all along by the mastermind behind the scenes.
