Several years ago, a tank squad of the Ground Self-Defense Force was ambushed somewhere in Southeast Asia, resulting in the annihilation of the entire unit except for its commander, Yukihito Tsuge.
Time returns to the present. The Bay Bridge suddenly explodes, plunging the civilian population into a state of panic. A man named Shigeki Arakawa, who claims to be from the Self-Defense Force's Investigation Department, approaches Gotou and Nagumo. He informs them that the true cause of the incident was a missile attack on the bridge by unidentified fighter jets, and he believes the prime suspect is Yukihito Tsuge, who has been missing for a long time. Just as Gotou and the others ask Matsui for assistance in the investigation, false air raid alarms begin to appear all over Japan, with most targeting the Tokyo metropolitan area. This situation plunges the military, police, and other agencies into a state of mutual opposition and confusion. To prepare for the worst, the government mobilizes a portion of the Self-Defense Force loyal to it to enter Tokyo.
Through Matsui's relentless efforts, they finally uncover traces of Yukihito Tsuge. Nagumo also comes to realize that her former lover is the mastermind behind this turmoil. However, due to Arakawa's involvement, Tsuge does not make contact with Nagumo again and completely vanishes into the night.
The terrifying prelude finally unfolds: Tokyo's communication systems suddenly and completely break down, and the troops stationed throughout the city are rendered blind, unable to act effectively. At this moment, a massive airship loaded with poison gas is approaching this defenseless city...
