The main writer is Akiyoshi Sakai, who handled 18 episodes. Masaki Tsuji also wrote the first episode. Staff included animator Isao Kaneda (OP), animation director Toyoo Ashida, and director Ryoosuke Takahashi (using the pen name Kazujuuhachi Yamaguchi).
The main story consisted of the "Yggdrasil Arc," "Warrior's Vacation Arc," and "Neo Black Ghost Arc." The Yggdrasil Arc, based on the Edda (Norse mythology) as suggested by Ishinomori, ended at 9 episodes due to Director Takahashi finding it beyond his capacity. There were also plans to animate the "Mythos Cyborg Arc," for which Ishinomori drew rough designs and completed first drafts for three episodes' scripts, but it was never realized. The design of Artemis, conceived here as a replacement for Helen, was later used in the 2001 anime version.
This series aired after the conclusion of 'Space Pirate Captain Harlock.' Before the main broadcast, a two-week pre-promotional program titled 'Cyborg 009 Eve Festival: Fever with Anime!' was aired, featuring Ishinomori, voice actors, general fans, and celebrities such as Yoko Caroline and Shotaro Nanshu in the studio, billed as a "pre-festival."
The costume changes for 009, 009's hair color, and 007's age setting from the first adaptation were reverted to align with the original manga. However, regarding the acceleration device, it became a special ability equipped only by 009, and 002 does not have it. That said, there are scenes among the Neo Black Ghost cyborgs that suggest some may be equipped with acceleration devices.
